Southeast Asia has experienced rapid urbanization in recent years, and the impact of climate change has intensified. The research seeks to address how Singapore should further urbanize and interact with the ocean from an environmental perspective. As the interface between the sea and the land, Singapore urgently needs to deal with carbon dioxide emissions to mitigate future impacts and regenerate the urban environment.

Singapore has transformed a huge amount of wildlife habitats into built-up areas, and the clear urban zoning also leads to the fact that the population is concentrated in some areas during the process of urbanization. In the future, this proposal expands the habitat of wildlife and allows humans to live with animals harmoniously while decentralizing the city and evenly distributing public services. Central Ecological Community(CEC) is an ideal community model that is contrary to the development mode of current cities, focusing on creating higher ecological effects rather than deforestation and reclamation for new sustainable development. The CEC means a higher priority on the ecological system. To decentralize Singapore and redistribute resources as well as facilities in a more equal way, this model can be used as a replicable prototype for entire Singapore, achieving the lifestyles of living with biodiversity, self-sufficiency, and working & living balance. Through the design and planning of the urban interface in multi-scales, the project firstly fixes the basic skeleton structure like Ecological Armature and Living Axis System and then determines the sustainable development regulations of plot in the whole island. Given the situation that Singapore may be affected by sea-level rise in the future, CECs is divided into two prototypes, submerged and non-submerged, and proposes corresponding urban design guidelines and planning control standards for each type to achieve carbon negative and the regenerative development of urban resilience.
